The proposal for a threshold in relation to B2C online delivered services is being put to the European Commission, backed by the UK where high registration thresholds have traditionally existed. Other member states with low or no thresholds are understandably opposed to it, stating that it would create a distortion of competition favouring non-established suppliers.
 
The proposal is being taken seriously because the take-up for the “Mini-One-Stop-Shop” or MOSS registrations has been much less than expected.
